Sentinel Riari is located south of the town center near the tree and merchant tents.
Talk to them to get quest advancement.
Elneas, Lothnara, and Vaharel patrol inside Veskal's. Inamor is at the North Gate. Brewyn is near the Griffons and Riftstone.
Sometimes Lothnara is bugged and becomes trapped behind a gap in the fence and the wall under the Sentinel's Lodge. Use /targetauto "Lothnara" command to make it easier to find this NPC.
